There is a peculiar intimacy to living beside, beneath or above another household. You may never know what your neighbour eats for breakfast, yet the building can tell you precisely when they drag a dining chair across the floor, start the washing machine or discover a song they apparently intend to enjoy twelve times in succession.

 

Residential noise disputes often begin somewhere between ordinary life and unwanted access to somebody else’s ordinary life.

 

That distinction matters. The Housing Ombudsman’s investigation into noise complaints found that most reports it examined involved everyday household noise, while many cases were still being channelled through antisocial behaviour procedures.
